The alumina industry is an important part of the aluminum industry. In recent years, China's alumina industry has developed rapidly. In 2018, the production capacity exceeded 80 million tons, and the output reached 72.53 million tons, which basically met the domestic electrolytic aluminum production needs. At present, domestic electrolytic aluminum has implemented a strict control of the total capacity policy, and the overall demand for the alumina market is limited. In the case of increased constraints on resource supply and environmental capacity, it is not appropriate to control the total alumina production capacity and capacity. Administrative measures such as reduction or equal replacement will constrain the development of the industry. In accordance with the principles of marketization and rule of law, a fair market environment should be created to guide the orderly and healthy development of the alumina industry. In 2018, the Development and Reform Commission and the Ministry of China issued the "Notice on Promoting the Orderly Development of the Alumina Industry" (Development and Reform Office Industry [2018] No. 1655, hereinafter referred to as the "Notice"), from strengthening scientific planning, strict project management, and speeding up The transformation and upgrading, implementation of the main responsibility, and strengthening of publicity and guidance have made clear requirements for regulating the development of the alumina industry. In the next step, we will continue to adopt market-oriented and rule-of-law methods, continue to strictly implement the relevant laws and regulations on land, environmental protection, energy consumption, quality, safety, etc., so that the market plays a decisive role in resource allocation, and timely construction of alumina projects Various forms such as letters, surveys, and spot checks are conducted to ensure that the requirements of the Notice are in place.

2. Suggestions on strict industry access and phasing out backward production capacity

In order to implement the decision-making arrangements of the Party Central Committee and the State Council on the supply-side structural reform and improve the quality of the alumina industry development, we have mainly carried out the following work: First, standardize the development of the industry. In order to adapt to the actual progress of the aluminum industry, the Ministry initiated the revision of the "Regulations on the Standardization of the Aluminum Industry", fully linked with the relevant contents of the "Notice", further improving the requirements of process equipment, energy consumption, comprehensive utilization of resources, safety and environmental protection, etc. There is a dynamic management mechanism that guides enterprises to become better and stronger through market-oriented methods. III. Suggestions on strict emission standards and speeding up the comprehensive utilization of red mud

Strengthening industrial pollution control and comprehensive utilization of resources is of great significance to promoting ecological civilization construction and achieving green development. Over the years, the relevant departments have carried out a series of related work. The first is to improve the standard system and promote energy conservation and emission reduction. The Ministry of Ecology and Environment has issued the “Aluminum Industry Pollutant Emission Standards” (GB 25465-2010) and amendments to clarify the general and special emission limits of alumina enterprises. The Ministry of Health has formulated the “Technical Specifications for the Evaluation of Fine Alumina Green Design Products”. In the next step, we will work with the National Development and Reform Commission, the Ministry of Ecology and Environment and other relevant departments to do a good job in the eco-environmental governance of the alumina industry in accordance with the requirements of high-quality development and supply-side structural reform. First, organize relevant units to carry out an evaluation of the implementation of the “Aluminum Industry Pollutant Emission Standards”, comprehensively understand the environmental benefits, economic costs, compliance standards and compliance rates in the implementation of standards, and carry out revisions as appropriate, and comprehensively increase unorganized emissions. The control requirements will further tighten the emission limits of atmospheric pollutants such as alumina, and promote the deep treatment of alumina and other industries. The second is to accelerate the promotion and application of advanced energy-saving technology and equipment in the aluminum industry, encourage enterprises to implement green transformation, and promote continuous improvement of environmental air quality and high-quality development of the industry. The third is to carry out the pilot project of “no-waste city construction”, explore the relevant technical models, market models and policy models for the comprehensive utilization of red mud for the alumina industry, promote a batch of advanced and applicable technical equipment, and promote the scale and high of the comprehensive utilization of red mud industry. 4. Suggestions on strict environmental capacity and adjustment and optimization of industrial layout

Scientific planning, overall coordination of the scale and layout of the alumina industry development, full implementation of project demonstration, orderly promotion of project construction, to ensure that the scale of industrial development is matched with domestic market demand and local carrying capacity. In the next step, we will work with the National Development and Reform Commission to further implement the "Notice" requirements, combine the changes in bauxite resources at home and abroad, and make overall considerations for resource development and environmental protection, and support enterprises in areas with large environmental capacity and clean energy advantages. Moderate development of alumina, encourage the alumina industry to move overseas; the Ministry of Ecology and Environment will further strengthen environmental protection supervision and enforcement, strengthen the main responsibility of enterprises, implement differentiated management policies, form an effective incentive and restraint mechanism, and force industrial layout optimization and structural adjustment.
